Responsibilities
Department Duties
The department’s primary responsibilities include:
  • Administering the city’s compensation plan and benefit packages, such as the retirement funds, the group health insurance plan, and the cafeteria plan
  • Arranging for employee training seminars, educational opportunities, banquets, and receptions
  • Assisting in the annual budgeting process by developing estimates on personnel-related costs and expenses
  • Compiling governmental and industry-specific surveys on a variety of employment issues
  • Coordinating and administering the city’s drug and alcohol testing programs
  • Coordinating the recruitment, advertising, interviewing, and hiring processes
  • Providing for employee safety by monitoring and responding to workplace accidents and injuries
  • Publishing employee newsletters, flyers, brochures, and payroll stuffers to keep the city’s workforce informed
  • Rendering assistance to the city’s supervisory staff, employees, and citizens on personnel-related issues
  • Researching, reviewing, and developing policies and procedures to ensure workplace efficiencies are maintained and meet legal / regulatory requirements
  • Serving as a liaison in the event of employee complaints or grievances
  • Updating and maintaining employee payroll accounts and records
